DAEJEON - The Ministry of Intellectual Property (MOIP) of South Korea, led by Minister Kim Yong Sun, announced that it has prepared a KRW 710.6 billion budget proposal for the 2027 fiscal year. This represents an increase of KRW 79.8 billion, or 12.7%, from 2026, marking the largest annual increase on record. Expenditures for major programs directly supporting the creation, utilization and protection of intellectual property (IP) will also rise substantially, increasing by KRW 58.4 billion, or 14.1%, to KRW 473.1 billion, according to the official website of MOIP.

MOIP will concentrate its investment in four key areas in 2027: ① monetizing ideas and IP, ② strengthening the protection of technology and IP, ③ establishing region-led IP ecosystems, and ④ leading the AI transformation (AX) of IP.
< (1) Creating a Society Where Ideas and IP Generate Revenue >
MOIP will foster an environment in which creative ideas and intellectual property can be turned into revenue. To enable outstanding patents to generate royalty income in global markets through licensing and other forms of commercialization, a new specialized project* will be launched to help secure patent rights overseas. In addition, to facilitate financing for innovative companies, MOIP will resume contributions to the Fund of Funds and expand public investment that can serve as seed capital to attract private-sector investment. In particular, MOIP plans to expand the overseas monetization fund through the new contribution to the Fund of Funds and further promote the monetization of IP.

MOIP will also expand IP-based commercialization support* to help outstanding technologies developed by small and medium-sized enterprises (SMEs) lead to innovative products. It will also strengthen the foundation for IP transactions** by increasing the number of IP transaction specialists from 22 in 2026 to 36 in 2027. To promote the private-sector utilization of technologies developed by universities and public research institutes, MOIP will also initiate IP transaction and commercialization consulting for Technology Licensing Offices (TLOs)*** at universities and public research institutes.

< (2) Thoroughly Protecting Technology and Intellectual Property >
As companies expand their operations overseas, the risk of technology leakage, including trade secret theft, is also increasing. In response, MOIP will step up efforts to establish a system to prevent the leakage of key technologies.* Through analysis of major industries such as semiconductors and shipbuilding, MOIP will identify key areas where stronger technology protection is needed. It will then assess the technology management systems of companies in those areas, identify vulnerabilities, and provide tailored protection strategies for the first time.*

MOIP will launch its first major R&D program dedicated to IP protection* and actively work to secure core technologies needed to proactively respond to increasingly sophisticated distribution of counterfeit good and industrial espionage. Additionally, internationally coordinated investigations** will be launched in cooperation with organizations such as INTERPOL to strengthen Korea’s ability to respond to counterfeit K-brand goods overseas.

< (3) Opening an Era of Regional Growth Driven by IP >
Local specialty resources and regional specialized industries will be transformed into intellectual property, with support provided for youth entrepreneurship and business growth based on these IP assets.* New business ideas will be identified using local specialty resources, while support will be provided for the development of brands and designs that can create greater added value. Comprehensive support will also be provided for IP-based commercialization strategies and product development to help young people launch businesses using intellectual property derived from regional specialized industries. In particular, the initiative will include a Youth IP Voucher program to promote youth entrepreneurship by providing timely access to necessary IP services, including support for filing costs.

Furthermore, the education program for next-generation gifted entrepreneurs—which was previously limited to the central region (KAIST) and southeastern region (POSTECH)—will be expanded to the southwestern region. This will establish a nationwide foundation for cultivating the next generation of IP talent.*

< (4) Leading the AI Transformation (AX) of Intellectual Property >
MOIP will accelerate the adoption of artificial intelligence (AI) across IP administration. As a first step, it plans to develop a next-generation AI-powered patent search system to provide faster and more accurate IP examination and trial services.*

Despite its value, IP information related to applications, disputes and other matters has often been difficult for the general public to use because of its highly technical and specialized nature. To enhance accessibility and convenience for the public, MOIP will: ① provide AI-based summarization and comparison services through the Korea Intellectual Property Rights Information Service (KIPRIS)*, and ② develop a new AI agent specialized in searching and processing IP dispute information.

Minister Kim stated, "This is MOIP’s first budget proposal since its launch in October 2025, reflecting the Ministry’s new vision and policy priorities." He added, “The budget will focus specifically on supporting the monetization of overseas patents generated through government-funded R&D and thoroughly protecting national high-tech strategic industries against the threat of technology leakage overseas." He further emphasized, "By creating an innovation ecosystem where ideas and IP serve as solid growth assets, we will harness IP to drive Korea’s next major leap forward.”
Meanwhile, MOIP's “2027 Budget Proposal and Fund Management Plan” will be submitted to the National Assembly, reviewed by the relevant standing committees and the Special Committee on Budget and Accounts, and finalized upon approval in the plenary vote in December 2026.
